Open links sets where a link opens when you click it:
With Per link type, the rows are:
Choose Where One Link Opens
Right-click a web link in chat or other rendered Markdown to choose Open in Browser (Traycer’s in-app browser), Open in External Browser, or Copy Link. These choices leave your Open links setting unchanged. Open in Browser is only offered where the link can open a browser tile. If a text selection extends beyond the link, the native menu stays available so you can copy the selected text. Touch devices keep their native long-press menu. File and email links also keep their native menu.Tile Placement

Browser tabs have their own placement, Open browser tabs, on the Browser settings page.
Windows too narrow to show more than one tile open everything in the current pane, whatever these settings say.
